一、招標條件Tendering Conditions

招標人為中 (略) 伊拉克納西里耶儲油庫項目部，項目資金來源已落實。本招標項目已按要求履行了相關報批及備案等手續，具備招標條件，現進行公開招標。

The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd(EPC) for New Nassiriya Depot Project, IraqDepartment.

二、項目概況與招標范圍Project Overview and Tendering Scope

2.1項目概況： (略) （State Company for Oil Project）計劃在納西里耶投資新建一個#桶原 (略) ，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，項目一期計劃建設#桶庫容量（7個#m3浮頂儲罐），項目二期計劃建設#桶庫容量（3個#m3浮頂儲罐）。CPP作為該項目一期階段的EPC總承包商，負責7個#m3原油儲罐、2個# m3的原油泄壓儲罐，2個# m3水儲罐建設，以 (略) 配套的泵站、計量、取水、發電、通信、工藝管線、消防等系統設計、采辦、施工、試運工作。

Iraq"s State Company for Oil Project plans to invest in a new 4 million barrel tank farm in Nasiriyah to receive crude from the Ahdeb, Badra, Gharaf, Nassiriya and Abu Amood fields. The first phase of the project plans to build 2.52 million barrels of storage capacity (7 66,000m 3 floating roof storage tanks), and the second phase of the project plans to build 1.26 million barrels of storage capacity (3 66,000 m3 floating roof storage tanks). As the EPC general contractor of the first phase of the project, CPP is responsible for the construction of 7 66,000m 3 crude oil storage tanks, 2 23,000 m3 crude oil pressure relief tanks, 2 10,000 m3 water storage tanks, as well as the design, acquisition, construction and trial operation of pumping stations, metering, water intake, power generation, communication, process pipelines, fire fighting and other systems supporting the storage tank area.

2.3 交貨地點：CFR伊拉克烏姆卡薩港

Place of delivery of goods：CFR Um Qasr Port . Iraq

2.3交貨期 Delivery time：

最短交貨期，但最晚交貨時間不得晚于訂單下達后28周內。

The Tender should provide its shortest delivery time,and the latest delivery time that tendering requires shall be no later than 28 weeks after the P.O.

三、投標人資格要求Bidder qualification requirement

3.1 本次招標不接受聯合體投標。

Bids from joint venture are not accepted.

3.2投標人應為本招標項目的制造商、貿易商或代理商，具有獨立法人資格，對所提供的貨物和服務承擔全部責任；在法律上和財務上獨立，合法經營并獨立于招標人（招標機構）。

The Bidder shall be the manufacturer or trader or agent of this bidding project, who possesses independent legal personality and shall take full responsibility to the goods and services. The Bidder that is legally and financially independent, should operate legitimately, and is independent of the tenderee (bidding authority).

3.2信譽要求：Credit requirements:

1）投標人須具有良好的信譽和職業道德，自2022年1月1日至報價截止日在經營活動中沒有因違法經營受到責令停產停業、吊銷許可證或者執照（格式VI-14）；2）在國家企業信用信息公示系統（http://**)未被列入經營異常名錄和嚴重違法失信企業名單（已經移出的按照未列入執行）、 (略) 站（http://**.cn）無異常（僅適用于中國境內投標人）。3）投標人未被中國石 (略) /中國 (略) (略) 列入黑名單、暫停投標資格或取消投標人資格。

The bidder must possess good reputation and professional ethics, and has not been subject to orders to suspend production or business operations, or revocation of licenses or permits due to illegal business activities from January 1, 2022, to the quotation deadline(Format VI-14); 2) The bidder is not listed in the Abnormal Operation List or the List of Enterprises with Serious Violations of Law and Dishonesty on the National Enterprise Credit Information Publicity System http://**) (those who have been removed are considered as not listed), and has no abnormalities on the Credit China website (http://**.cn)(Only applicable to bidders in China). 3) The bidder has not been blacklisted, suspended from bidding, or disqualified as a bidder by China National Petroleum Corporation/China Petroleum Pipeline Engineering Corporation.

3.3投標人如為中國境內制造商應具備進出口權，需在中國海關企業進 (略) （http://**）登記備案（以當日查詢為準）。

If the bidder is a manufacturer in China,shall should have the right of import and export, it is required to register and record on the China Customs Enterprise import and export credit information publicity platform http://**), the query result of the current day prevails).

四、招標文件的獲取 Acquisition of Tendering Documents

4.1 招標文件發售時間：2025年5月10 日8:00:00至 2025年 5月 16日23:59:59（北京時間，下同）。凡有意參加投標者，請通過中國石油 (略) （http://**)點擊“ (略) ”進入“中國石 (略) ”報名、購買招標文件。招標文件售價為 200 （元）人民幣。有意參加投標的潛在投標人確認自身資格條件是否滿足要求，招標文件售后不退。

4.2 招標文件獲取方式：潛在投標人報名后，須使用中國石 (略) 繳費模塊進行招標文件繳費（具體操作參見招標公告附件），繳費成功后系統將自動開啟招標文件下載權限。 (略) 的問題請咨詢運營單位（中油 (略) ）技術支持團隊相關人員，咨詢電話:#語音導航“ (略) ”， (略) 或其他非招標機構原因導致的購標失敗等問題，招標機構不承擔投標人的任何損失。投標人要求開具發票的，需及時登#“ (略) ”（http://**:8081）點擊業務辦理，上傳訂單截圖及開票信息。

五、投標文件的遞交

Site submitted electronic bid documents: B104, CNPC Pipeline Materials and Equipment Co., Ltd., No.44, Jinguang Road, Langfang City, Hebei Province. The bidder may submit the electronic version of the bid documents on-site (not mandatory) but does not accept the post. On-site submission of electronic tender documents (USB stick) is valid only in an emergency decryption situation

不接受紙質版投標文件 Hard copy will not be accepted.

5.3 逾期送達的、未送達指定地點的或者不按照招標文件要求密封的投標文件，招標人將予以拒收。逾期傳送至 (略) 的投標文件， (略) 予以拒收。

The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.

5.4 本次 (略) 上電子版提交的方式，以網上電子版為準，不接受紙質版投標文件。

The bidding documents shall be subject to electronic submissions online, and the paper version will not be accepted.
